[STEAM] Safe chargeback/refund method?

I have a thought, Steam have the bullshit policy of not refunding people when games don't work. My specs meet the requirements of quite a few games which just don't run on any of my PC's, mainly down to shitty ports and incompetent developers. Ive had times before where some random has offered me a free game, and upon taking it and playing it for a while I suddenly get a message saying the game has been removed due to an issue on their part, either carded or they charged back or something. I've heard before that if you chargeback on steam they might close your account. So I was thinking, if I create a new account with a VPN and buy a game, then gift it to my main account, if that shit doesn't work, could I charge back on the first account getting a refund and then not suffer any consequences on my main account? Incase you are wondering, this isnt about trying to get free games or carding/fraud, this is legit trying to get a refund for a product that doesn't work. I'm Stuck with BO3 not
