Open Tor first because it anonymize's you and then your VPN because it encrypts your data, if you opened tor afterwards no data after Tor would be encrypted. Correct me if I'm wrong.
My person preference is VPS > Tor > VPN > Socks5

Honestly it should be VPN > VPS > TOR > SOCKS5
