Which there is a lot of people that turn into a bum but there's also those who make there life very well. Like Seth Rouge.

Yeah, not everybody can control themselves with it(letting it make them a bum), so it all depends on the user. But of course there are even more people who DON'T let it make them a bum, so no reason for it to be illegal because of those who do.
