Yeah no this doesn't work. Our planet is fucking huge for one, and we can not send up nearly enough reflective material to light up cities. Second problem would be that LEO satellites do not stay over one spot. They orbit the planet 15 times a day. The spotlight of light from such a satellite would move so fast across the ground that it would have no purpose what so ever as an area would be lit up for a few seconds tops lmao.
