They have done similar things to me in the past. It took a couple of phone calls and verification bullshit to get it sorted.
I had the same damn problem, had a legit account, and then they fucken limit me with $40 in my account. I simply got everyone to charge back until i had like $0.23. Then i called and told them to refund that $0.23 to my friend who payed me with cash but i wasnt able to delivered his product cause of their stupid system. When they did i told them to go fuck themselves and now i have to create a new account...

You are going at this the wrong way. You simply call paypal, speak to a manager, if that one does not work, rinse and repeat.
I've unlimited my account 5 times already, when it was "Permanently Limited". It is rather simple, as long as you are who you are on the paypal account and you are over 18.
Edit- And the reasons I was limited:
Violation of the T.O.S with virtual goods.
Violation of the T.O.S with suspicious payments.
SEcurity issues.
Suspicious payments.
Possible illegal activity.
Also if you need any help, im more than willing to call them with you in skype to attempt to unlimit it.

Well if you want to try calling with me, shoot me a pm. I got mine unlimited.
They limited 3 of my accounts, lost 300 dollars more or less. Not using it anymore.
Paypal can indeed as an entity be a complete asshole and regardless of "policy" they are just wrong much of the time in terms of limitations. Such as legitimate charities and fundraising being limited.
Ive never seen anyone use such colorful language in an attempt at getting their funds released but if this works youll be a legend in my book. Good luck 😁

I got my permanently limited account unlimited. ;)

I recently got my account perm limited with $500 in it.
They think I've been involved in illegal activity lol.
