Same shit happend to me. First the account was limited for ~2 months. I uploaded all necessary documents such as proof of address and passport and then boom my account was just gone. I couldn't even login. So I began my paypal-journey. I sent them an e-mail per week and never received a reply. It wasn't until I included a pile of bad language and that I'd never ever in my life call their shitty call center because I don't want to waste $50 for a phone call (expensive to call abroad). Then I finally after 1-2 months received a reply from paypal.
