That is irrelevant, their reputation is still valid. Unless they left a scammer reputation that violates policy.

I had a quick question, does this rule apply to this rep? :

The story goes that I put a vouch on a thread for a guy who sold servers, I recieved everything the guy promised, because of it someone rep'd me that I vouched for a scammer, when I didn't get scammed.
