First question: You don't explain why you need to setup a web server ??
Modern RATs need to connect back to control server but i don't understand the part where you need to install/run locally a web server with a sql database....

Ok I don't understand the last part, but I installed XAMPP and Apache and MySql are running: however when I click Admin it doesn't open up the localhost site. It just opens up in the browser but it doesn't load.
