I don't think so, Anyway that website isn't very helpful, it supplies a code but doesn't give the full code :/

Use the fade in and fade out functions and the mouse over.

when your mouse is over
http://api.jquery.com/mouseover/

Code
$("#live_chat_link").mouseover(function(){
$("#live_chat_app").fadin("slow");
});

I gave you example code.

I know what you want you want to have a mouse that when it's over that live chat button it open up a chat window.

So to do this you fade in all the parts of the window of the chat window. That code above says when mouse is hovering over live_chat_link then fade in a chat window.

The live_chat_link could be your button which is what you want just switch it with your button name or id.

No I dont want it to open a chat window when hovered over, I want it to simply show text in a textbox describing the livechat needs.

Still you will need the same code except the fade in. Is this textbox already displayed?

well if the textbox is already visiable on the website you dont' need a fade in and if the textbox is hidden you would need the fade in.

the concepts is still the same. the code I show was detecting the mouse over a link or button. If this textbox is already shown on the website the no need to fade it in.

then all you have to do is write the text you want to display in a string.
Then you want to inject it into the textbox.

you would want to use this:
http://api.jquery.com/append/

Code
$("#live_chat_button").mouseover(function(){
$("#text_box).append("Join Our Live Chat");
});

I still don't understand what you mean by "textbox describing the livechat needs".

If you want text to appear in a textbox you use the append function. You write your text in a string or write it as an argument in the function and have the textbox name or id in the jquery selector. So all I did was change the previous code instead of fading in a window or div. You instead just append text in the textbox.

You can use html to give the text some color or different fonts.

I showed you one way of doing it.

You can already in html just add the text with an <a> tag with an id. Then with css have it displayed:none and then with jquery instead of using the append function you can then use that fadein function to fade in the text when the mouse is over the button.
