MS Visual Studio

They all install a compiler for you.

He is wrong, code blocks nor Visual Studio are 'Programs to create Programs', they are IDE which help you to create a program but the real thing happens in the compiler. It makes of code assembly and so runable for the computer, also this includes linking and such, google if you want the whole expanation.
