It's not only you. It has to do with the latest update.
And it's not only OBhop that's bein affected by this, all other source engine products are affected in one way or another.
I'll try to get my laptop working again so I can fix everything.

It's ESEA UD. Has been for 2 years.

Huge vouch for Spafic and huge vouch for oBhop v3. Maybe if I have the time I will post a video of me using it in a ESEA pug.

That's correct.
Updating from any previous version to V3 will be a $10.00 fee. Updates to V3 itself will be free.
