This will parse PHP files on your local computer? I thought you had to have apache installed for that.

WampServer comes with Apache, PHP & MySQL. It will send a command to the PHP file and it then writes it to a text-file in the directory of the PHP file. The server (victim) will then read the command and act upon it.

Can you explain this: $open = fopen("log.txt", 'a'); I dont understand the ,'a'

'a' Stands for ''Append'', which basicly opens the file and appends (adds) the text you are saving.
