1. Barely. If you have a good crypter it will work most of the time so no its not very true.
2. I dont know myself because the last time I used RATs was quite a while ago and I stopped now.

People who get ratted will not know how to backtrace the RAT, do not worry.
No they cannot unless somehow they get your no-ip pass and use the same port you're using.
