I don't really understand your question to be honest. I googled "Photon Plus" and it appears to be an ISP. As for "dongel", I can't find anything. Do you mean dongle ?

So you mean that it's a USB stick to gives you access to the Internet ? If so, I don't think you can port-forward these. Did you try accessing the dongle configuration menu and look if there's an option to port-forward ?
