The only way I can see them being worth anything, is if they are specialized.

Example 1:
A bunch of phone numbers of diabetic clients. >> Sell to a diabetic marketing group. >> Profit.

Otherwise, a phone book would be used.

I once worked at a golf resort for rich snowbirds with there Rv's to vacation at. Every now and then someone would come to the main office where everyone would sign and attempt to get the employes to sell all of the snowbirds phones numbers.

I could see how a nice compiled list of targeted numbers would convert.
