I PM'd Heisenberg to see if he could tell me, but he just ignored my PM. Would anyone mind making a tutorial how to make a banner like this? His layer styles look really nice.

It's not that hard really. Create an inner shadow, make it white, set the mode to normal and play around with size and distance until you like it.
Create an stroke using the color you prefer. Put a gradient on it and lower down the opacity until you like it.

Hmm, I did this. But the white like glow under the underline doesn't look the same. Anyone know how to do that?? I only copied this for learning purposes.

Looks like it's done with a gradient (using the radial option). Try that.
