it works for people who have blocked you and still have the account, and people who haven't blocked you.

If someone did block you(you can't access their profile) and you did graph.facebook.com/<whatever> and it returned info, then it means they blocked you.
If you run it across an account that hasn't blocked you, then no duh you're going to get the same information.
