It's jailbroken 6.1.6 and I've tried booting it iREB, TinyUmbrella, booting tethered in RedSn0w, and recovery fix in RedSn0w but it's still stuck.

I've been using iOS 6.0 ISPW for redSn0w

get iPhone Data Recovery program and it should help restart the device in normal mode.

You done a hard reset? Hold the Home Button and the Power Button at the same tome until the Apple logo comes up.

Otherwise, I suspect there's something wrong with your device.

Yes, I've done a hard reset multiple times. I've been using iOS 6.0 ISPW since redSn0w only supports 6.0.
