I've gotten suspended from a few webhosts for dos w/ a VPS.

What's a decent VPS company that'll either let me, or won't suspend me for dos?

I know that Ecatel doesnt care but they only have dedicated. No host will let you waste resources on a VPS thats shared with other clients.

Ecatel no longer let's you spoof and they've been cracking down. It's no longer a good option.

There are no hosts that will ALLOW DoS or DDoS, but as long as you can keep the attacks to a reasonable level then most won't catch you. Using DNS amplification will help keep you under the radar, but still not 100% effective.
