I currently have a jailbroken Iphone 5 on ios 7.0.4 and I am wondering if without the unlimited data plan or the hotspot plan with my carrier is it possible to still have unlimited hotspot capabilities with my device?

I attempted to use tetherme and I noticed that my data usage was going up while I was using it. How do I get unlimited without using my data?

Simple answer is... you can't! TetherMe uses your mobile data and if you don't have unlimited and go over your allowance it will start to charge you as it shows up as normal data use.

Go On Cydia and download "TetherMe" gives you unlimited data/HotSpot without you're carrier company knowing.

it doesnt give you unlimited data lol. It just allows tethering, hence the name.
