If all he's doing is asking for vouch copies, then no, there is no rule that I'm aware of that disallows that.

Vouch begging would be begging people to vouch for his product.

Without looking at what the rule actually says, my view on it is that it is - it's at least behaviour that should be frowned upon anyway

If the owner of the product doesn't offer vouch copies you can report it as vouch begging.

There IS a rule that specifically states it, and it is what the Vouch Begging report exists for.

It's disallowed to request a free 'vouch' copy of a product unless the seller explicitly states he/she is providing them.

If OP offers vouch copies and if it's still available then user could ask for vouch copies(if he meets with seller requirements).
Else it's violating site terms.

vouch begging is when it says like "no vouch copes left, I'm not giving out vouch copes, etc" then you post asking for a vouch copy when OP said that there are no vouch copes its considered vouch begging
