I would assume that for LE/DHS/CIA/FBI HF is just the best place for knowledge about what's happening as any other source. No one should be shocked by that.

I think they just want to monitor to see if anyone is trying to attack the US's cyber security. Cyber attacks really mess with the psychology of a country so Im assuming its for "security reasons" either that or just bored at work

Well it's obvious there's going to be feds/security people on this forum. Not just to check on malicious activity but maybe to check if anything is being sold here that may be stolen. Like Omni said, anything you say/do on this forums EVERYONE has the rights to view. So it's your own fault if you get into trouble.

I guess the occasional member getting arrested and charged with serious offenses justifies having this place monitored. I can understand why that happens from a LEA point of view.
