Once the support mails you back just tell them that this happens everytine you try to buy stuff in-game and that you have multiple purchases that have never gobe through.

I have heard that the Google support is more relaxed for the US and can be harder to talk to for EU. You should at least try it before paying someone to do it for you.
They can monitor the gems in your account. They'll ask you for your username and check!
I usually use the excuse - "My kid bought something in one of his games, and he didn't know that it would spend real money" works almost every time and if it doesn't work just call again and hope you get a different person.
