Volume randomly turning itself down on Windows 7 64-bit

This is the weirdest issue I've ever encountered with my PC. Every so often, my sound will start playing back at a lower volume. This happens when watching video, listening to music, all independently.
It usually lasts anywhere up to a minute, after which it will turn up again.
The weird thing about it is that the volume control in Windows remains at 15% (which is what it normally is), even though the volume is audibly a lot lower. (No, I'm not going deaf, it's just my PC. I checked.)

I'm using Windows 7 64-bit with a 5.1 Xonar DGX soundcard.

Do nothing:

Basically copied this, but nothing on there seemed to work for me:

Thanks!
I seems to me, that it is a driver problem. Try reinstalling the driver for your audio card.
Yeah perhaps try updating the drivers. Do you have an on-board audio card? If so, does the problem occur while using it over the external card?

I think you meant, does this problem occur without the sound-card. If it doesn't occur then update drivers or re-install using default setting's.

What sort of laptop is it?
I had an old Dell studio x13 (I am not completely sure if that is correct) and it had volume buttons above the keyboard.
It often changed the sound by itself and one day when I took it apart I found that a wire was underneath the buttons causing it to mess with my sound every so often. A little re arranging the wires and it worked fine again.

You didn't read the OP properly. He's using a PC, not a laptop.
Most definitely a driver problem, i had very similar problem. Try to reinstall, and if this doesn't help try with different driver version. Try to download directly from the vender web site.
