I purchased this users service as shown by my rep to unban my runescape account, and if it wasn't successful I would receive a refund.

The method he is using requires response from Jagex. You won't receive that till Tuesday most likely. Wednesday if they have a lot to get through.

This was last week. He stated it would take 2 days, as all of his other people got responds before I did even though I purchased the service the same day. In the picture I asked him if I don't receive an email can I get a refund the next day. He said, "sure" but still hasn't. I would rather have the money back at this point.
After looking at all the screenshots, it looks like a scam but at the same time it doesn't.
This only happened an hour ago, you should have given him more time. He said "sec" he may have had to go do something and couldn't get back to you. I think you should have waited at least a day before making this scam report.
And since he said that he would give a refund I bet he will, I doubt he would risk everything for $10 it doesn't make much sense.
Also, do NOT EVER ask for rep on site or out side of site. You will get repfucked for it.
Hope this gets resolved. I want to see the other users response to this before I decide whether it's a legit report or not.
EDIT: After reading the replies above mine, I see that this method could take more than time than you think. Once again, you should have wanted to hear back from him.

I asked him Thursday if I could get a refund the next day, he replied sure.
Friday came and I asked he told me, "sec."

So he has seen it hopefully, and he has been on for awhile. His skype has been on all day aswell.

OP agree'd to the TOS at the point of time and which after that you agree'd to the refund and then last night you change the TOS.
