if you did he shouldnt be able to recover the account since he doesnt know the email and probably you enabled the steam guard before changing email because it send you an email when you enable it.

I read me up about this, you can still recover it. If you provide proof of that you bought cs:go and other games on the account etc, the actual owner can get it back.
