No, they can't, if you want to open a business one without problems, you have to use this e-book and start all over again. (basically you have to forget the limited paypal and start as a new user). 🤝

This works for most of the countries worldwide. It will only get a little bit hard if your country is on PayPal's non-authorized country list, but I doubt so. 🎉
