Is this guaranteed it will work, can get get patched, and how do we know it works, do we need any info like credit cards, tax, or anything else?

If you follow the method step by step, it will work guaranteed.
Also, the only thing you will need to make sure you will never get limited is a dynamic IP (or windows VPS), and use your legit information/bank/credit card.

If you are not going to use legit info/bank/cc, the method will still work, but the success rate is lower.

The method can't get patched, as it's not really a 'method', it's basically a how-to based on PayPal's whole system. (exposed in the e-book).
