CMD isn't entirely going to work as efficient as you'd want.. but you could purchase services for DDOS in the server stress testing section in Premium Sellers section if you have a little extra $ on you. This is the most efficient and easiest way in my opinion

This is DoS, not distributed denial of service since you are using your own home connection against someone elses.
This isn't the 56k modem era anymore, you're not going to be able to disconnect anyone with DoS, especially not a website.
