Well, for that you'd have to call them and tell them you do Freelance work. But I've worked with Paypal for along time. I know how the system works. I've been IP banned from Paypal ( Witch means they flag my IP, Every time I make a account under the IP they limit me right away ).

Like I said, If you're using the 2 Paypals under one IP, then no matter what you do you'll get perm limited.

This is a 100% vouched technique to get you fucked up. You guys just cannot send cash between to PP acounts and planning not to get limiteed without a plan in mind.

You can have 2 accounts on the same IP perfectly if they are business and personal.

PP on a VPN? 100% vouched technique to get your account flagged and eventually limited. Paypal is the payment processor with most cases of fraud. Obviously, they can see when you are under a VPN, VIP72 shitty proxies won't work either, you got to find a technique by yourself. And one single trace or discrepancy is enough for Paypal's anti fraud system to get your account flagged (for example, if your keyboard language and the timezone of the computer do not match the location of your IP, BOOM! automatic flag)

Basically, Paypal is a bitch, but there are still ways to use it for this without breaking their T.O.S. I started using it without knowing shit about it and BOOM! limited.
