A: I don't really know why this happens. But here are several reasons why it MAY happen. The buyer's bank is blocking the payment,
The card they are using have been detected by Amazon as an Unknown Card, so sometimes it takes 4-24 Hours to process.
They might of not sent it at all. They are using a Visa Gift Card (Sometimes it may delay).
Q: How much should I keep as a limit on Amazon?
A: I usually keep $380, then I buy the "PlayStation 4: Black Ops 3 Bundle" and sell it on Ebay for $350.
It all depends how much you're afraid of losing, if something were to happen.
Q: Can people chargeback/refund?
A: Of course they can, will they? Probably Not. I've gotten 3 100$ cards from someone, many $50's, many $120's...
Anyhow the point is, you keep your customer happy you'll be okay.
I've gotten one Charge back for $20, they put that gift card on hold,
and 2 weeks later, I've received the value back.
Q: Should I sell my AGC for Cash/Btc?
A: Nope, Figure out how to get your products from agc and selling it for cash, you'll get more profit, and
don't run the risk of being scammed.
Q: How to give your buyers a direct link to buy ONLY USA cards?
A: Use this link, this link will let your buyers only buy AGC in the US.
Which means you wont have to exchange them.
It doesn't matter where they're form. Foreign cards or out of the country cards may take a bit to proccess.

Make sure to give proper link of Amazon GC purchase to customer. If a customer is from UK of from any country but USA and doesn't holds a CC, do not ask him to buy AGC.com. Try an alternate payment method if you want to avoid huge delay and inconvenience. Apart from this, there are several other reasons which delays the receipt of AGC.
1) New Credit/Debit card that requires manual authentication from corresponding Bank.
2) Address mismatch on bank record vs address on amazon.
3) If someone made Payment made through a stolen CC.
4) If someone made Payment made through fakeccgenerator card.
5) New/Multiple amazon account creation.
Edit: Add these questions to FAQ's :
1) Is it possible to use US cards to redeem at other countries amazon?
2) I added AGC to my account but I can't see it now?
I cant resell items on Ebay, so what is the best choice for me ??
what exactly happens, if someone pays you with a carded giftcard ? will they just be removed from your amazon balance of will amazon take further actions ? if so, what exactly will happen ? Account Ban? Involving the Police ??

I answered this question, Your account balance for that gift card will be put on hold. I got my $ back later on.
They can ban your account for that, not only put your balance on hold
