They could put invisible characters in the post or quote posts to add extra characters. If you're talking about staff, they receive a decreased character limit.
Staff will never reach out to you off-site. We only communicate on HF.

Well, padding the post out to bypass the 25 character limit typically constitutes LQP (Low Quality Posting), and is typically disallowed on HF - although it isn't against the law 🤝

It's against the rules, and you should just report for low-quality posting.
I only do deals onsite through PM's/Contracts.
I do not use Discord, or Skype, or talk to members offsite whatsoever.

It is against the rule "LQ posting". I see a lot of users posting shit like "#notenoughchars" and it's bugging me.

To add to this, posting images without 25 characters or quoting posts and replying to said quote with less than 25 characters are both not allowed.
