Stuff I've done:
Redownloaded the firmware
Turned off firewall
Updated iTunes
Restarted iPhone and PC
Any other suggestions??

If you want to reset your iPhone without iTunes download Cydia Impactor, else just try another computer, that's a fix 79% of the time.

I have an icloud backup. But is restoring the only way to upgrade to 9.0? I feel like this would take quite some time, and I'm not trying to fuck up lol.

It would only allow me to restore. Updating was blocked out

When you restore your iPhone, while its still connected to your computer try to see if iTunes will recommend the update.
Or on your iPhone go to Settings -> General -> Software Update.
If that doesn't work pm me, and I'll try my hardest to help you fix this issue.
