I've seen mew, but not mewtwo. I don't believe it will be released for a little while, they probably dont even have it on their servers as of late.

The Legendaries are in the code. People have already proven that. They havent actually been released in the game yet. From what I hear, they are saving those for huge game events in certain cities like NYC.

I would assume either a high level or have been playing for a long time. They as you level up, you should be exposed to newer pokemon you've never encountered before.
