Do you honestly believe if someone has got someone else's PayPal information albeit by whatever method, then they do not have access to that persons email? This system will only make shit quicker/easier to fraud, I mean with no human verification at-all its a joke. Easy as pie, login to the persons PayPal send payment (using your payment system or whatever), login to that persons email - grab this unique code and continue with the process.

If you ask me my opinion then this is definitely 1000% MORE susceptible to fraud and will only make the 'fraudsters' job easier/less time consuming.
