Robots.txt just disallows things from being scene by web crawlers that obey that file

so if there's a disallow:/wp-admin and you do a google search site:domain.com inurl:/wp-admin even though that directory does exist it won't show up in the search results.

so if you see something that looks like it could be a login portal then copy what's included beside disallow beside the url in your address bar
