I am not 100% sure because I don't have an xbox one but all my friends that do the same services I do say it does.

Well everyone rockstar has just ruined one of their greatest features that made them unique to any other game. You can no longer transfer accounts between devices, it's not longer a feature for accounts made from here on out. Mods or no mods, you just get an error now. Refunding my most recent last GTA customers now that aren't xbox. Hopefully rockstar changes this back to normal because honestly not just because of mods but I think that was a really interesting feature they way they created a type of medium for devices. Anyways, still doing everything else just GTA is only for xbox now as well. 🤝
