I did it once, but a month later it was banned again.
So i assume it was a mistake.

Yea most likely was i called PP about my permanent limitation and they pretty much said its never getting lifted.

My main/own account was permanent limited once; I called them and said things about I would like my 50+$ back, because I wanted it.

Then I got transfered to someone high-up within the staff, he asked if I could send my ID-Card (Passport) and other stuff to them. Then they removed the permanent stuf, they even said it was their fault. :P

my old main pp under a family members name before i was 18 got perm limited with -$15k balance and they wouldnt tell me why they just said i broke tos and hung up

Doubt that it was perm limited. Probably just their 1k limit (anti-laundering shit).
