I was simply looking to purchase a bit of AGC and I can't tell if he's attempting to ignore me or what. I do not know.
Sent $75 to the user for $100 AGC and he isn't responding.

I doubt a staff member would scam. How long has it been since you sent him the money? he's probably just busy right now.
