Everything is in the title, I've made researchs after the spawn changes, but nothing came up.
try sniping them, there arent any big nests as far as Im aware.
What about snorlax's though, I've heard there are a few frequent spawn areas.

a good location for dratinis is:
pier 39 in san francisco, i got my dragonite from farming dratinis here.
the coordinates are:
latitude, 37.8087
longitude, -122.4102

There are lots of dratini farms. But these seem to change.
Your best bet would be to snipe a Dragonite if you don't mind cheating anyway.

It is simpler tho to just put ur bot at a dratini farm rather than finding and setting up the "hip" discords for the bot.

I had a sniper which just sniped specific Pokemon automatically.
I haven't botted in a while so not sure what it is like now.

I've been farming dratini (along with magikarp/psyduck/slowpoke) in Italy-->Milan-->Parco Sempione
There's always a dratini in the nearby list, or you could snipe them with pokemesh
I'm pretty sure all 3rd party apis are dead unfortunately including pokemesh. On another note is there a way to test Pokemon Spawn timing when driving?
