He made a thread for it. Pretty sure that the staff will answer and let him know.
As far as I know, many people sell it but you cannot discuss anything regarding blackhat activities on HF so I'm uncertain about this situation.

Even most grey hat methods on here shouldn't even be allowed as they are fraudulent related. But yes, to answer your question, it isn't allowed and you can report such blackhat activity

But they are being sold on an external site and nothing is being discussed on the forum. It is allowed, is it not? Seen many sell BH methods, I believe?
