Sorry if this is in the wrong place, but is this against the rules?

I randomly got a pm from someone (You can check one of my latest posts to see who) about a method he's selling in the marketplace. I've never talked to him before and I guess he's doing that to a lot of people. Just pming them his bullshit to get them to view it. Is this against the rules?
