There are hundreds of free packs all around the forum. You can go ahead and create your own too.

What is VCW?

Virtual Cam Whore.
Basically it's like a sequence of videos that are run with flash and you have a couple of commands the girl can do.

Should I use a VPN?

Most likely there is no need for a VPN unless someone sends you a link and you're stupid enough to click on it.

Is it safe and will I get caught?

There is a one in a million chance you'll get caught for doing this, and there is nobody known to be caught be for e-whoring.

How do I accept payments?

Amazon Gift Cards are the most preferred way to receive payments from your buyers. PayPal is risky and your account may get limited and you might lose all your money.

Should I send previews?

Yes, but ONLY one.

I don't like how everyone always thinks your PayPal account can be limited and that's it's risky I've only been limited once and that was for something stupid i did on my part, other than that I've been using the same unverified paypal for about a year now with no problem. Most buyers do PayPal and some prefer amazon but if I had to be honest i hate amazon and i hate having to sell them for shitty rates (but recently I've been exchanging them on reddit so I get amazing rates for amazon to PayPal)
