I need an OS for hacking that can be booted from a USB stick, has all the usual hacking tools and is relatively small in size (not above 16 GB)
can you please help me?

Backtrack is outdated and no longer supported/updated.
Use Offensive Security's backtrack 'replacement', kali linux.
Here is the ISO download.
