The only thing that has changed is that there are more rules. Threads from like 07 were way more laid back, but the only thing he's really a dick about is the rules. And you can't blame someone for that anyway.

Mostly just trends.. more blackhat stuff used to be allowed but some are too shady. Like fake programs went disallowed in 2010 or 2011, I don't even remember why. But ratting/keyloggers remains legal even after a couple arrests, the only one I remember really is the Blackshades dev though.

Your best time to apply is when you feel that you have been a quality user for a while and that it will stay like that, also make sure that your trust scan is not going nuts. That's my advice.
