Lets break it down

Hides unimportant stuff like in CMD you would normally see C:\windows\system>
Sets color of CMD to 0b (cyan writing on black background)
Changes CMD size
Clears screen
Changes the title of the CMD window to "Choco install"
Writes "Installing choco stuff..." in the window

Runs a powershell command to download https://chocolatey.org/install.ps1
Which saves to your user profile in a folder called chocolatey\bin

Runs choco install - which installs wireshark, https://www.wireshark.org/ and then glasswire https://www.glasswire.com/.

Cls - clears screen

Echo - says "all done!" in your window

pause>nul - waits for user input, when you press something it will continue and then run exit to exit the cmd window
