Step 1: Go to Grabify
Step 2: Enter a URL that your victim will be interested in.
Step 3: Click Create URL.
Step 4: Change the URL and then Copy the goo.gl link.

Step 5: Send it to your victim and then in the same page bellow you can see his IP, his country, host name and ISP.

You could easily script this yourself using some php. I would recommend using this with the subdomain method @bamboleo posted.
