He posted on my thread I was a liar so I negged him he respond by calling me a scammer in the rep he gave me.
I remember reading somewhere that this is against the rules
• Scammer Reputation: You're required to leave a link to a Deal Dispute thread you have created to infer someone is a scammer (ie: scammer, scams, chargebacks, scamming). Please note that a Deal Dispute link must be your own thread you've created. It cannot be a thread opened by another member.

You need to PM omni about this but you may be out of luck with that Ignore list problem 🤨

His neutral reputation, that was given to you, is indeed against the rules.
Send him the PM that was written, at the bottom of the same help-page that you copied the rule from.
