This might be a dumb question idk but if I upgrade to L33t do I still have to wait until I get 1 positive rep point to post to marketplace??

That is correct. Even a UB3R who doesn't have at least one positive rep in total can't post in the marketplace.

It is possible if you get accepted and then if you do something stupid and end up repkilled. L33t will remove prestige restrictions that we have in certain sections.
