i have used elkupi.com for awhile now and it allows me to host my file sharing site that includes many different copyrighted software so i can say they do not care about this. maleware on the other hand i have not tested but they certainly could care less about DCMA.
I have also used anonymously.io and i used them for a forum but never really done anything with it. they only require an email address and to send bitcoins to pay for the hosting so its pretty anonymous. but i did not test it other than to host a activist forum.
